normal align=left style='text-align:left;line-height:150%'>1、投標(biāo)人須具有獨立法人資格且同時具備水利水電工程工程施工總承包叁級及以上資質(zhì)與鐵路工程施工總承包叁級及以上資質(zhì)，具有有效的營業(yè)執(zhí)照和安全生產(chǎn)許可證，并在人員、設(shè)備、資金等方面具有相應(yīng)的施工能力。
