normal align=left style='text-align:left;line-height:150%'>    本招標項目 壽陽明泰2×35萬千瓦低熱值煤熱電新建項目原水預(yù)處理車間施工工程 已由 山西省發(fā)展和改革委員會 以晉發(fā)改能源發(fā)〔2015〕410號 批準批準建設(shè)，招標人為 冀建投壽陽熱電有限責任公司，招標項目資金來自 自籌 ，出資比例為 100% 。該項目已具備招標條件，現(xiàn)對該項目進行公開招標。

normal style='text-indent:21.0pt;line-height:150%'>2.1項目概況：壽陽明泰2×35萬千瓦低熱值煤熱電新建項目原水預(yù)處理車間施工工程

normal align=left style='text-align:left;text-indent:21.0pt;line-height:150%'>2.2.1土建工程：原水預(yù)處理車間平面軸線尺寸18m×48m，跨度18m，柱距6.0m，凈高9.00m，房間總高12.9m；再生水調(diào)節(jié)水池及生活蓄水池分別為1000m3和300m3。車間主要承重結(jié)構(gòu)體系為單層鋼筋混凝土排架，維護結(jié)構(gòu)采用蒸壓加氣混凝土砌塊和燒結(jié)多孔磚。屋蓋系統(tǒng)采用18m，跨梯形鋼屋架6×1.5m預(yù)應(yīng)力混凝土屋面板。

normal align=left style='text-align:left;text-indent:21.0pt;line-height:150%'>2.2.2設(shè)備安裝調(diào)試：原水預(yù)處理系統(tǒng)處理能力為2×200m3/h，生活凈水處理系統(tǒng)處理能力為2×5m3/h，負責原水預(yù)處理系統(tǒng)安裝和調(diào)試。除原水預(yù)處理系統(tǒng)設(shè)備及起吊設(shè)備，其他均由投標方提供，包括但不限于建筑附屬設(shè)備：暖通、照明、配電箱、電纜、電纜橋架、包塑軟管、管道等，接管至建(構(gòu))筑物外1米處，水池進水管道、溢流水管道接口為進水閥門井、溢流井外1米處。

normal style='text-indent:21.0pt;line-height:150%'>2.3 計劃工期：120日歷天，開工日期以業(yè)主批復(fù)的開工報告日期為準。

normal style='text-indent:21.0pt;line-height:150%'>2.4 質(zhì)量：

normal style='text-indent:21.0pt;line-height:150%'>安全環(huán)保標準：安全目標實現(xiàn) “五個零”（不發(fā)生重傷及以上事故、直接經(jīng)濟損大于20萬元的設(shè)備機械事故、火災(zāi)事故、場內(nèi)交通、垮塌事故）；不發(fā)生惡性未遂事故，力爭輕傷事故為零；不發(fā)生環(huán)境污染事故，不發(fā)生群體中毒事件，不產(chǎn)生職業(yè)病患者；不發(fā)生大面積傳染病；做好水土保持工作；安健環(huán)設(shè)施實現(xiàn)“三同時”，氣、水、聲、渣達標排放。

normal style='text-indent:21.0pt;line-height:150%'>3.1 投標人須是中華人民共和國境內(nèi)的獨立企業(yè)法人或其他組織；

normal style='text-indent:21.0pt;line-height:150%'>3.2 投標人須具備電力工程施工總承包壹級及以上資質(zhì)，并具有有效的安全生產(chǎn)許可證；

normal style='text-indent:21.0pt;line-height:150%'>3.3 業(yè)績：2017年1月1日至今(以合同簽訂時間為準）具有至少以下業(yè)績之一：

（1）1項火力發(fā)電廠原水預(yù)處理（或者化學水處理）工程施工業(yè)績或總承包工程業(yè)績；

（2）1項火力發(fā)電廠建設(shè)工程業(yè)績，工程內(nèi)容包含原水預(yù)處理（或者化學水處理）。

normal style='text-indent:21.0pt;line-height:150%'>注：本項目只接受投標人的資質(zhì)和業(yè)績，母子公司等資質(zhì)業(yè)績均不得互相借用。

normal style='text-indent:21.0pt;line-height:150%'>（業(yè)績證明材料：提供相關(guān)合同、竣工驗收證明文件（或業(yè)主開具的投運證明），并能夠體現(xiàn)招標文件要求的各項信息；如合同不能完整體現(xiàn)全部證明信息，還需提供合同配套的技術(shù)協(xié)議等資料。證明材料必須在投標文件中附相應(yīng)的清晰影印件或掃描件。）

normal style='text-indent:21.0pt;line-height:150%'>3.4 擬派項目經(jīng)理：具備注冊建造師執(zhí)業(yè)資格，且具備有效的建安B本（注冊單位應(yīng)為投標人，開標當天以“全國建筑市場監(jiān)管公共服務(wù)平臺”網(wǎng)站查詢結(jié)果為準）；

normal style='text-indent:21.0pt;line-height:150%'>3.6 單位負責人為同一人或者存在控股、管理關(guān)系的不同單位，不得參加同一標段的投標；

normal style='text-indent:21.0pt;line-height:150%'>（1）投標人沒有在河北建設(shè)投資集團有限責任公司及招標人的供應(yīng)商評價中被列入黑名單或處于觀察期內(nèi)；

normal style='text-indent:21.0pt;line-height:150%'>（2）投標人不得在“信用中國”網(wǎng)站（http://www.creditchina.gov.cn/)中被列入失信被執(zhí)行人名單（以開標當天查詢情況為準）；
