一、招標條件Tender conditions
本 沙特Rabigh光伏電站EPC項目升壓站建筑安裝工程 專業分包（招標項目編號：GPEC-GC-0212023-011-2021-002），已由項目審批/核準/備案機關批準，項目資金來源為 業主付款 ，招標人為  中國能源建設集團廣東火電工程有限公司  。本項目已具備招標條件，現進行公開招標。The professional subcontracting of the construction and installation engineering of the booster station of the Rabigh photovoltaic power station EPC project in Saudi Arabia (bidding project number: GPEC-GC-0212023-011-2021-002) has been approved by the project approval/approval/recording authority. The source of the project funds is the owner’s payment, and the bidder is China Energy Engineering Group Guangdong Power Engineering Co., Ltd. This project has already met the bidding conditions and is now open for bidding
二、工程范圍和工作內容Project scope and work content
2.1 工程范圍：工程設計范圍內的升壓站土建施工、設備安裝和調試等工作，包括但不限于：Civil construction, equipment installation and commissioning of the booster station within the scope of the engineering design, including but not limited to:
1)升壓站場地平整，控制樓、電氣樓、水泵房及材料庫、生活水池、柴油機基礎、主變事故油池土建施工、電纜溝及蓋板施工、生活污水處理裝置、設備基礎工程、配電裝置工程、建筑電氣工程、消防工程，接地站用變壓器設備及中性點小電阻接地裝置安裝、視頻監控設備安裝、通信設備及相關附件安裝、綜合自動設備安裝、升壓站站區水暖、通風、排污、照明、硬化、道路修筑、圍墻修筑、門欄安裝工程；接地網施工、施工材料采買，施工結束后聘請電力系統有資質的檢驗單位進行升壓站接地網檢測并由其出具測試報告，包括施工圖審查及檢測單位檢測、驗收費用；紅線外的施工臨時用地租用（若需要），施工場地原始地貌恢復。Site leveling of booster station, civil construction of control building, electrical building, Pump room and material warehouse, living pool, diesel engine foundation, main transformer accident oil pool, cable trench and cover plate construction, domestic sewage treatment device, equipment foundation engineering, power distribution device engineering, building electrical engineering, fire protection engineering, installation of transformer equipment and neutral point small resistance grounding device for grounding station, and installation of video monitoring equipment?Installation, installation of communication equipment and related accessories, installation of comprehensive automatic equipment, water heating, ventilation, sewage discharge, lighting, hardening, road construction, wall construction, gate fence installation works in booster station area; grounding grid construction, construction material procurement; after the completion of construction, the qualified inspection unit of power system shall be employed to test the grounding grid of booster station, and the test report shall be issued by it, including construction?The cost of inspection and acceptance by the inspection and testing unit; the rental of temporary construction land outside the red line (if necessary), and the restoration of the original landform of the construction site.
2)升壓站站內一次電氣設備、二次設備及盤柜安裝、通訊設備安裝、設備及盤柜接地連接、防腐等，變電站內電纜橋架安裝制作、電纜敷設及防火封堵，根據電氣設備交接試驗規程進行站內電氣設備試驗并提交合格的試驗報告。配合升壓站啟動，完成光伏變電站電氣一次特項試驗，電氣二次全站、分系統調試，保護定值計算，啟動方案編寫，提交合格的試驗報告，完善設計及施工安裝缺陷等工作。Installation of primary electrical equipment, Secondary equipment and panel cabinet installation, installation of communication equipment, grounding connection of equipment and panel and cabinet, anti-corrosion, etc. in booster station, installation and fabrication of cable bridge, cable laying and fireproof sealing in substation, test of electrical equipment in station according to handover test regulations of electrical equipment, and submit qualified test report.?Cooperate with the start-up of the booster station, complete the electrical primary special test of the photovoltaic substation, the electrical secondary whole station and subsystem commissioning, the protection setting calculation, the preparation of the start-up scheme, submit the qualified test report, and improve the design, construction and installation defects.
3)升壓站控制樓、電氣樓房間內部地面、墻面、頂棚、樓梯間、走廊、大廳裝修，裝修材料、衛生潔具、給排水管路、生活用電線路、照明、通信線路（電話線、網線）、辦公用品、家具家私采買，提供裝修效果圖、竣工圖，二年質保期內的修復維護工作，完成招標方為整體項目達標投產以及其他要求配合的工作等。Interior floor, wall, ceiling, staircase, corridor and hall decoration of booster station control building and electrical building, decoration materials, sanitary ware, water supply and drainage pipeline, domestic power line, lighting, communication line (telephone line, network line), office supplies, furniture and furniture purchase, decoration effect drawing and as built drawing shall be provided, and repair and maintenance work within two-year warranty period shall be completed?The bid side is responsible for the overall project to be put into operation and other required work.

2.2 工作內容包括但不限于：Work content includes but not limited to
1)本標段范圍內升壓站土建及電氣設備安裝工程施工，見電氣部分與土建部分，具體以施工圖紙和工程量清單為準；升壓站設備采購部分，除甲供設備外的所有設備材料采購。

2)本標段范圍內所有的材料（甲供材料的除外）和施工必須的輔助設施、臨時設施、施工措施、檢驗試驗均由投標方負責提供或完成；All materials (except for materials supplied by A) and auxiliary facilities, temporary facilities, construction measures, and inspection tests necessary for construction within the scope of this bid section shall be provided or completed by the bidderr;
3)升壓站所屬設備現場卸貨、場內轉運及領用后的保管；On-site unloading of equipment belonging to the booster station, on-site transshipment and storage after receipt;
4)負責施工期間材料定置化堆放、施工成品保護，施工區域文明清理；Responsible for the fixed stacking of materials during the construction period, the protection of construction products, and the civilized cleaning of the construction area;
5)與其他標段施工的相互配合，交叉施工等，服從招標方的現場總體管理；Mutual cooperation with other bidding sections, cross construction, etc., subject to the overall site management of the tendering party;
6)遵守招標方有關各項內部管理制度，保證施工現場符合招標方安全文明施工和環境保護的有關規定，并承擔因自身原因違反有關規定造成的損失和罰款；工程施工過程中和竣工后必須按招標方要求對現場進行清理，如投標方不清拆、不整理，招標方有權委托其他方清理，清理費由投標方負擔，在投標方工程款內扣除；Comply with the relevant internal management systems of the tenderer, ensure that the construction site meets the relevant regulations of the tenderer for safe and civilized construction and environmental protection, and bear the losses and fines caused by violation of the relevant regulations for its own reasons; the bidding must be carried out during and after the completion of the project The party requires the site to be cleaned up. If the bidder does not clean up or clean up, the bid inviting party has the right to entrust other parties to clean up, and the cleaning fee shall be borne by the bidder and deducted from the bidder’s construction cost.;

9)工程質量驗收按合同約定驗收標準執行。因投標方原因造成工程質量達不到合同約定驗收標準的，招標方有權要求投標方返工直至符合合同要求為止，由此造成的費用增加和（或）工期延誤由投標方承擔。The project quality acceptance shall be implemented in accordance with the acceptance criteria agreed in the contract. If the quality of the project fails to meet the acceptance criteria agreed in the contract due to the bidder’s reasons, the bid inviting party has the right to request the bidder to rework until the contract requirements are met, and the resulting increase in costs and/or construction delay shall be borne by the bidder.

三、投標人資格要求Qualification requirements for bidders
1)資質要求：依法在沙特注冊，具有履行合同所必需商務、技術及相關服務等能力；Qualification  Requirements: registered in Saudi Arabia in accordance with the law, and have the necessary business, technology and related services to perform the contract;
2)投標方具備有效的營業執照；The bidder has a valid business license;
3)分包商委派的項目經理應具有5年以上從事工程管理的工作經歷，且擔任過類似專業的項目經理或項目負責人職務。The project manager appointed by the subcontractor shall have more than 3 years   experience in project management, and have held the post of project manager or project leader in similar disciplines.
4)投標方近三年無重大安全傷亡事故，無重大火災事故，無重大質量事故等；The bidder has no major safety casualty accident, major fire accident and major quality accident in recent three years;
5)投標方在近5年內不曾在任何合同中違約或被逐或因投標方的原因而使任何合同被解除。The bidder has not breached or been expelled from any contract or terminated any contract due to the reason of the bidder in recent 5 years.
6)投標方具有良好的銀行資信和商業信譽，沒有處于被責令停業，財產被接管、凍結，破產狀態。The bidder has good bank credit and commercial reputation, and is not in the state of being ordered to suspend business, taking over, freezing and bankruptcy.
7)業績要求：有類似升壓站或變電站工程業績，優先選擇近三年在沙特有業績的企業。Performance requirements: if there is a performance of similar booster station or substation engineering, priority will be given to companies with performance in Saudi Arabia in the past three years.
8)本項目不允許聯合體投標。Consortium bidding is not allowed for this project.
