3、投標人資格要求
投標人應具備的資格或業績:3、*投標人資格要求/Qualification Requirements For Bidder：
（1）投標人必須在上海地區或周圍有完善的售后服務機構，有集中的備品供應中心，系統發生重大異常時，服務人員到現場時間不得超過4小時。
The bidder must have a perfect after-sales service organization and a centralized spare parts supply center in or around Shanghai. In the event of a major anomaly in the system, the service personnel shall not arrive at the site for more than 4 hours
（2）投標人近三年無重大質量和安全事故發生，在同類項目中無不良記錄。
The bidder has no major quality and safety accidents in the past three years, and no bad record in similar projects
（3）投標人需對本項目的設計、設備、安裝、項目進度 、質量及安全等方面負責。如需要分包，須在投標文件中 提供分包方案，但該分包方案并不能減免投標人的相關責任。
The bidder shall be responsible for the design, equipment, installation, project schedule, quality and safety of the project. If subcontracting is required, the subcontracting scheme shall be provided in the bidding documents, but the subcontracting scheme does not relieve the bidder of the relevant responsibilities
（4）投標人需提供2021.1~2023.1期間2個及以上的半導體領域12寸集成電路制造純水項目業績，且要求項目已經順利生產。
The Bidder shall provide the performance of 2 or more 12-inch wafers manufacturing pure water projects in the semiconductor field during the period from 2021.1 to 2023.1, and the project is required to have been successfully produced
（5）投標人或者投標聯合體中負責施工的一方必須具備不低于機電安裝工程專業承包一級或機電工程施工總承包一級的資質。
The bidder must have the qualification not lower than the professional contracting level of mechanical and electrical installation engineering or the general contracting level of mechanical and electrical engineering construction
（6）項目經理需具有2個及以上12寸集成電路制造純水項目施工管理經驗；系統調試負責人需具有2個及以上12寸集成電路純水項目的成功調試經驗；設計負責人需具有2個及以上12寸集成電路制造純水項目設計經驗。（需提供承諾函）
The project manager must have 2 or more 12-inch integrated circuit manufacturing pure water project construction management experience; the system debugging person in charge must have 2 or more 12-inch integrated circuit pure water project successful debugging experience; the design leader must have 2 or more 12-inch integrated circuit manufacturing pure water project design experience(A letter of commitment is required)
（7）投標人采用聯合體的方式，主投標人資質需滿足上述對投標人的要求。須在投標文件中提供聯合投標的方案，但該方案并不能減免主投標人的相關責任。
The bidder shall adopt the method of consortium, and the qualification of the lead bidder shall meet the above requirements for the bidder. The joint bidding scheme shall be provided in the bidding documents, but the scheme does not relieve the main bidder of the relevant responsibilities
（8）聯合投標要求主投標人提供工藝設計、平面布置、管道裝配及電氣設計等相關的全套圖紙，負責系統工藝調試 ，并對調試結果負責。
Joint bidding requires the main bidder to provide a full set of drawings related to process design, plane layout, pipeline assembly and electrical design, responsible for the system process debugging, and responsible for the debugging results
（9）法律、行政法規規定的其他條件。

4、本次招標接受聯合體投標。/Joint Bids is Available.
（1）本項目允許聯合投標，如果是聯合體投標，則聯合體各方必須按招標文件提供的格式簽訂聯合體協議書，明確聯合體牽頭人和各方的權利義務；聯合體成員不超過三家；聯合體牽頭人必須是二次深化設計的負責方。
The consortium bid is accepted in the tender. If the bidder forms a ConSORTIUM to make a joint bidding for the project, all members of the ConSORTIUM shall sign a consortium agreement according to the format in the bidding document. The consortium agreement shall definite the responsibility, right and obligation among the leading party and other members of the tender. The ConSORTIUM is no more than three union members. The consortium leader must be the responsible party of the secondary deepening design.
（2）聯合體各方不得再以自己名義單獨或加入其他聯合體參與投標。
Each member shall not make a bid in this project in one’s own name or as a member of other consortium.
