normal style='text-indent:24.0pt;line-height:150%'>寶安垃圾焚燒發(fā)電廠配套滲濾液處理系統(tǒng)（一、二期）日常檢修維護服務(wù)，服務(wù)期限為兩年，計劃起止日期為：2025年11月1日至2027年10月31日。檢修維護（包含寶安一、二期滲濾液處理項目），檢修人員及輔工等合計40人。詳見招標文件第八章《技術(shù)規(guī)范書》。

normal style='line-height:150%'>4.1投標人須是響應(yīng)招標、參加投標競爭的中華人民共和國境內(nèi)的企業(yè)法人或其他組織，具有獨立訂立合同的權(quán)利；（證明文件：提供營業(yè)執(zhí)照復(fù)印件，加蓋投標人公章或電子公章）。

normal style='line-height:150%'>4.2.1 具有國家（省、市）住建部門頒發(fā)的電力工程施工總承包三級或機電工程施工總承包三級（或建筑機電安裝工程專業(yè)承包三級）及以上資質(zhì)，或者具有國家能源局及其派出機構(gòu)頒發(fā)的《承裝（修，試）電力設(shè)施許可證》承修類五級及以上資質(zhì)；（證明文件：提供投標人有效期內(nèi)的企業(yè)資質(zhì)證書復(fù)印件，加蓋投標人公章或電子公章）。
normal style='line-height:150%;vertical-align:baseline'>備注：根據(jù)“國能發(fā)資質(zhì)【2025】44號”，原《承裝（修，試）電力設(shè)施許可證》在過渡期內(nèi)仍然有效的，舊證書仍然予以認可，已完成許可證換領(lǐng)的，按附表“承裝（修、試）電力設(shè)施許可證換領(lǐng)對照表”對應(yīng)的新證書資質(zhì)執(zhí)行。
normal style='line-height:150%'>4.2.2具有國家（省、市）住建部門頒發(fā)的《安全生產(chǎn)許可證》（證明文件：提供有效期內(nèi)的證書復(fù)印件加蓋投標人公章或電子公章）。
normal style='line-height:150%'>4.3要求投標人財務(wù)狀況良好、無破產(chǎn)、資產(chǎn)被凍結(jié)等情況，所承擔定期檢修/日常維護工程在近一年內(nèi)沒有發(fā)生過一般級別及以上安全事故責任記錄、近三年內(nèi)沒有發(fā)生過較大級別及以上安全事故責任記錄、近三年內(nèi)沒有發(fā)生過較大級別及以上質(zhì)量事故責任記錄以及在近五年內(nèi)不曾在任何合同中違約或被逐或因投標人的原因而使任何合同被解除的情況（證明文件：提供《資信承諾函》原件，按招標文件格式1-10內(nèi)容填寫，加蓋投標人公章或電子公章）。

normal style='margin-left:23.95pt;line-height:150%'>域范圍內(nèi)各系統(tǒng)及附屬系統(tǒng)，包括除臭系統(tǒng)、臭氣返廠系統(tǒng)、厭氧及MBR系統(tǒng)、壓縮空氣系統(tǒng)、膜處理系統(tǒng)、污泥系統(tǒng)、沼氣系統(tǒng)、蒸發(fā)及附屬系統(tǒng)、公用系統(tǒng)等機務(wù)、電氣設(shè)備及熱控設(shè)備的檢修維護工作，并含系統(tǒng)停運期間消缺工作及設(shè)備異動工作，詳見招標文件第八章《技術(shù)規(guī)范書》。

normal style='text-indent:24.1pt;line-height:150%'>（1）本次投標采用深圳能源集團電子招標投標平臺（以下簡稱“深能招標平臺”）電子投標（簡稱“線上”）方式。投標人須同時制作一份（正本）紙質(zhì)版投標文件并在開標當日通過郵寄方式寄送給招標人處存檔備查（前后如有矛盾的，以上傳電子招標投標平臺的電子版本為準），開標當日應(yīng)向招標人及招標代理以短信或郵件方式提供快遞單號。

normal style='text-indent:24.1pt;line-height:150%'>投標人在購買招標文件前須在深圳能源集團電子招標投標平臺完成注冊登記并審核通過，投標人要為注冊登記預(yù)留足夠的時間，由于投標人自身原因，截至招標文件發(fā)售時間尚未完成注冊登記審核，造成無法及時進行標書購買，后果由投標人自行承擔。
normal style='text-indent:24.1pt;line-height:150%'>投標人須在下載招標文件前完成數(shù)字證書（CA）的辦理，綁定CA后方可下載招標文件。投標人要為辦理CA預(yù)留足夠的時間，由于投標人自身原因造成無法投標的，由投標人承擔責任。
normal style='text-indent:24.1pt;line-height:150%'>投標人須按照招標公告規(guī)定線上提交投標申請。未通過CA下載的招標文件在投標時不能正常解密，請投標人成功辦理數(shù)字證書后通過CA在“深能招標平臺”下載招標文件（平臺專用的電子版）。

normal style='text-indent:24.1pt;line-height:150%'>（4）招標文件的質(zhì)疑發(fā)出后請通過郵件或者電話方式通知招標代理，須同時提供可編輯版和蓋章版。澄清將在“深能招標平臺”線上進行。
normal style='text-indent:24.1pt;line-height:150%'>（5）如投標保證金以電匯形式提交，請匯款后在深能招標平臺-項目管理-繳費支付功能進行費用綁定。如投標保證金以保函形式提交，請在深能招標平臺-項目管理-繳費支付功能上傳保函掃描件并提前郵寄投標保函正本，確保招標代理在投標截止時間前簽收。以電匯轉(zhuǎn)賬形式提交的保證金，默認原賬號退回。

normal style='text-indent:24.1pt;line-height:150%'>（7）開標采用線上開標。在開標當日各投標人通過“深能招標平臺”進行線上開標，投標人需準備好數(shù)字證書（CA證書）、網(wǎng)絡(luò)及電腦。操作流程見“深能招標平臺”供應(yīng)商操作指南，投標人未在規(guī)定的投標截止時間前完成投標文件上傳并簽到，或未及時解密投標文件，或加密投標文件解密失敗后未及時上傳非加密投標文件，均視為投標人放棄投標。
