normal style='text-indent:24.0pt;line-height:150%'>深圳能源環保股份有限公司（以下簡稱“我公司”）為開發出高溫受熱面防腐新技術及新材料，我公司決定公開發布高溫受熱面防腐新技術及新材料研發服務采購項目需求，集中力量開展關鍵核心技術攻關，加快推進核心技術自主化，提升產業高端化發展水平，要求如下：

normal style='text-indent:24.0pt;line-height:150%'>高溫受熱面防腐新技術及新材料研發項目針對近來發展勢頭強勁且具有前景的類似485℃、13.7MPa，次高溫超高壓鍋爐的防腐提出的服役壽命超過六年的要求，以目前的感應熔焊和堆焊等防腐技術應對仍有難度，因此，研發高溫受熱面防腐新材料新技術，解決高溫受熱面腐蝕問題，使得水冷壁防腐壁溫突破430℃，過熱器防腐壁溫突破550℃。解決了受熱面高溫腐蝕問題，可以提高機組參數，使得全廠熱效率提高。針對這一重點技術領域，需要申請人提供科技創新服務內容，具體詳見《研發工作任務書（技術要求）》。

normal style='margin-left:0cm;text-indent:21.0pt;line-height:150%'>三、資格條件

normal style='text-indent:24.0pt;line-height:150%'>（一）申請人須是依法經營、具備獨立法人資格的從事固廢處理領域或金屬材料防腐領域相關產業研發、生產及服務的企業或事業單位。

normal style='text-indent:24.0pt;line-height:150%'>（二）項目負責人須屬申請人正式員工，須具備全日制博士研究生及以上學歷或具備高級職稱，須具備固廢處理領域或金屬材料防腐領域的研發項目經驗，須承諾項目開展期間可以全職工作。

normal style='text-indent:24.0pt;line-height:150%'>（三）申請人應具有較好的研發基礎，申請人近2年內（2023年9月起）不少于1項固廢處理領域或金屬材料防腐領域的有效授權專利，項目負責人及團隊具有較高的學術水平和創新能力。

normal style='text-indent:24.0pt;line-height:150%'>（四）申請人為企業的，具有垃圾發電廠受熱面防腐供貨及使用合同業績、受熱面防腐面積大于10000?O。申請人為事業單位的；具有省級及以上重點實驗室以及金屬材料耐高溫腐蝕研發課題或項目并結題的。

normal style='text-indent:24.0pt;line-height:150%'>（五）申請人未被列入“信用中國”網站（www.creditchina.gov.cn）失信被執行人名單。

normal style='text-indent:24.0pt;line-height:150%'>（六）本項目不接受聯合體申請。

normal style='margin-left:0cm;text-indent:21.0pt;line-height:150%'>四、響應材料

normal style='text-indent:24.0pt;line-height:150%'>申請人需按照項目申請要求，提交項目響應材料，詳見遴選文件第五章響應文件格式申請材料及說明。

normal style='text-indent:24.0pt;line-height:150%'>特別提醒：申請人對響應材料的合法性、真實性、準確性和完整性負責。響應材料的研究內容、項目組成員和擬取得的學術、技術及經濟指標應不低于規定指標，科學合理，嚴謹規范，并作為項目評審、合同簽訂、過程管理、驗收結題及項目評估的依據。對抄襲剽竊或弄虛作假的，我公司核實后將申請人納入合作黑名單，同時視情節輕重，依法依規追究相應責任。

normal style='margin-left:0cm;text-indent:24.0pt;line-height:150%'>（一）獲取時間：2024年9月9日9:00至2024年9月28日17:00。

normal style='margin-left:0cm;text-indent:24.0pt;line-height:150%'>（二）獲取方式：深圳能源集團電子招標投標平臺（http://www.dlztb.com/file/upload/zbwj/sgcc/5thavtzdswi>）獲取。申請人通過平臺上傳購買《繳費憑證》。申請人必須完整閱讀辦事指南，并根據辦事指南要求完成平臺注冊、購買文件和自助確認付款等操作，操作方法詳見深圳能源電子招標平臺-辦事指南（http://www.dlztb.com/file/upload/zbwj/sgcc/azbniqa01ip>）。申請人須在深能電子招標平臺上注冊并辦理數字證書（CA），綁定數字證書（CA）后方可下載項目遴選文件。

normal style='margin-left:0cm;text-indent:24.0pt;line-height:150%'>（三）本次遴選活動采用深圳能源集團電子招標投標平臺（以下簡稱“深能招標平臺”）電子遴選（簡稱“線上”）方式。申請人須同時制作一份紙質版（附U盤【響應材料蓋章版PDF格式掃描件、WORD格式電子版及佐證材料PDF格式掃描件】）響應材料并在遞交截止當日通過郵寄方式寄送至我公司存檔備查（遞交截止當日寄出，紙質文件與電子平臺版本如有矛盾的，以上傳電子招標響應平臺的電子版本為準），遞交截止當日應向我單位以短信或郵件方式提供快遞單號。

normal style='text-indent:24.0pt;line-height:150%'>（一）我公司從未委托任何單位或個人為申請人代理申請事宜，有意申請人須自主申請。我公司將嚴格按照有關標準和程序受理申請，不收取任何費用。如有任何中介機構和個人假借我公司領導和工作人員名義向申請人收取費用的，請知情者即向我公司舉報。若發現中介機構代為申請的，一律取消資格。

normal style='text-indent:24.0pt;line-height:150%'>（二）申請人應按照項目遴選要求，結合本單位實際情況，認真組織編寫項目申請報告。

normal style='text-indent:24.0pt;line-height:150%'>（三）項目申請報告應準確、規范、簡潔。

normal style='text-indent:24.0pt;line-height:150%'>（四）申請人應嚴格按照合同要求完成研發及示范應用。

normal style='text-indent:21.0pt;line-height:150%'>（五）申請人對申請項目及響應文件的真實性、合法性和可行性負責，不得弄虛作假、套取、騙取資金。對申請人存在虛假參與、騙取資金的違法行為的，追回已付資金，并保留追究法律責任權利。

normal style='text-indent:24.0pt;line-height:150%'>（六）涉及關聯方交易業務的，申請人需提供交易真實以及價格公允的證明材料

normal style='text-indent:24.0pt;line-height:150%'>（七）合同簽訂后，申請人應嚴格遵守項目保密要求，認真做好各項保密工作，禁止對外發布相關信息或隨意擴大知悉范圍。

normal style='text-indent:24.0pt;line-height:150%'>（八）出現項目無法完成的情形（包括但不限于重大經營變化、政策調整等），要及時向我公司提出項目撤銷申請，停止研發活動，并退回全部資助資金和利息。

normal style='margin-left:0cm;text-indent:21.0pt;line-height:150%'>九、深圳能源集團電子招標投標平臺招投標規定（重要）

normal style='margin-left:0cm;text-indent:24.0pt;line-height:150%'>（一）本次公開采購采用深圳能源集團電子招標投標平臺（以下簡稱“深能招標平臺”）電子采購（簡稱“線上”）方式。申請須同時制作一份（正本）紙質版申請材料并在開啟當日通過郵寄方式寄送給我公司處存檔備查（前后如有矛盾的，以上傳電子招標投標平臺的電子版本為準），開啟當日應向我公司以短信或郵件方式提供快遞單號。

normal style='margin-left:0cm;text-indent:24.0pt;line-height:150%'>（二）本次公開采購將同步在“深能招標平臺”發布公告，申請人登陸深圳能源集團電子招標平臺（https://zb.sec.com.cn）并按平臺指示進行網站注冊（登陸）、辦理數字證書（CA證書，費用自理）、提交申請，申請人在申請通過、取得CA證書且綁定平臺后在平臺下載項目文件（平臺專用的電子版）。

normal align=left style='text-align:left;text-indent:24.0pt; line-height:150%;word-break:break-all'>申請人在購買項目文件前須在深圳能源集團電子招標投標平臺完成注冊登記并審核通過，申請人要為注冊登記預留足夠的時間，由于申請人自身原因，截至項目文件獲取時間尚未完成注冊登記審核，造成無法及時進行項目文件購買，后果由申請人自行承擔。

normal align=left style='text-align:left;text-indent:24.0pt; line-height:150%;word-break:break-all'>請單位須在下載項目文件前完成數字證書（CA）的辦理，綁定CA后方可下載項目文件。申請人要為辦理CA預留足夠的時間，由于申請人自身原因造成無法申請的，由申請人承擔責任。

normal style='margin-left:0cm;text-indent:24.0pt;line-height:150%'>（四）項目文件的質疑發出后請通過郵件或者電話方式通知我公司，須同時提供可編輯版和蓋章版。澄清將在“深能招標平臺”線上進行。

normal style='margin-left:0cm;text-indent:24.0pt;line-height:150%'>（五）申請材料的遞交按照公告規定的截止時間前，在“深能招標平臺”線上遞交申請材料（平臺專用的加密電子版文件）。

normal align=left style='text-align:left;text-indent:24.0pt; line-height:150%;word-break:break-all'>申請人需至少在項目遞交截止時間前兩個工作日，用空白文檔測試申請材料的制作、電子簽章及導出等操作。確認簽章是否成功，并核實導出申請材料中的開標一覽表報價是否為制作申請材料時所編輯的內容。如遇到問題，請及時咨詢平臺技術支持進行解決。

normal style='margin-left:0cm;text-indent:24.0pt;line-height:150%'>（六）申請材料開啟采用線上開啟。在開啟當日各申請人通過“深能招標平臺”進行線上開啟，申請人需準備好數字證書（CA證書）、網絡及電腦。操作流程見“深能招標平臺”供應商操作指南，申請人未在規定的遞交截止時間前完成申請材料上傳并簽到，或未及時解密申請材料，或加密申請材料解密失敗后未及時上傳非加密申請材料，均視為申請人放棄申請。

normal style='margin-left:0cm;text-indent:24.0pt;line-height:150%'>（八）申請材料應嚴格按照項目文件電子版的格式及要求進行編制，文件大小應不超過500M。申請材料不支持PDF直接上傳。

normal style='margin-left:0cm;text-indent:24.0pt;line-height:150%'>（九）不同申請人的電子申請材料中包含的計算機網卡MAC地址、CPU序列號和硬盤序列號信息均相同的，其申請材料將被否決。
