廣東岑田抽水蓄能電站位于位于廣東省河源市東源縣境內，上水庫位于東源縣曾田鎮岑田村，下水庫位于東源縣黃田鎮祿溪村。工程區與東源縣、河源市、廣州市均有鄉道、省道、國道、高速公路及鐵路通達，工程區距廣州市公路距離約237m。
本工程裝機容量為1200MW，本工程等別為一等，工程規模為大（1）型，額定水頭465m。上水庫正常蓄水位590m，死水位564m，上水庫壩型為瀝青混凝土心墻堆石壩，最大壩高44m；下水庫正常蓄水位108m，死水位96m，下水庫壩型為瀝青混凝土心墻堆石壩，最大壩高36m。輸水系統全長約4660.8m，引水及尾水均采用一管四機的布置方式，地下廠房位于輸水系統中部，地下廠房系統由地下廠房、主變洞、母線洞、出線系統、交通洞、通風洞、地面GIS開關站及出線場等組成。

根據廣東岑田抽水蓄能電站第三方土建試驗檢測服務需要，本項目的主要招標范圍（內容）為：（1）負責項目第三方土建試驗室建設工作，日常管理工作和所承擔的檢測試驗工作，及時提供試驗檢測結果及分析報告，為建設單位對工程質量提供支持和咨詢服務；（2）現場試驗室人員、檢測儀器、設備配置應滿足工作要求；（3）第三方試驗室須建立完善的質量保證體系，制定相關管理制度，編制試驗實施方案及相應試驗檢測的作業指導書等；（4）開展土建原材料、半成品、成品檢測等所有需作為永久性竣工檔案資料的有關檢測試驗；（5）按照國家及行業規程規范、設計及業主要求開展試驗檢測、監理平行檢測、業主抽檢等；（6）配合工程各階段質量監督檢查、驗收工作；（7）提供專業技術管理支持（協助發包人編制管理制度、方案等；統籌規劃試驗報告格式、編制試驗檢測實施規劃方案等；配合發包人檢查、監督管理施工承包商自建、自控試驗室、檢測試驗及過程管控工作；配合發包人進行科研創新工作）。

normal style='line-height:150%;layout-grid-mode:char'>5.1.2同一法定代表人的企業或有隸屬關系（母公司與全資子公司或其控股公司）的企業只允許一家參與，投標人提供關聯企業情況說明。（證明材料：提供《投標人關聯企業情況說明》，加蓋投標人公章或電子章，格式自擬）；

normal style='line-height:150%'>（1）具有水利部頒發的巖土工程類、混凝土工程類水利工程質量檢測甲級資質，或具有建設行政管理部門頒發的質量檢測資質證書 (檢測范圍含招標文件檢測項目清單)。 （須提供有效期內的資質證書復印件，加蓋投標人公章或電子章）
normal style='line-height:150%'>（2）具有市場監督管理部門(或原質量技術監督部門)認定的檢驗檢測機構資質認定證書(CMA)。（須提供有效期內的資質證書復印件，加蓋投標人公章或電子章）

normal style='text-indent:24.0pt;line-height:150%'>投標人在2015年1月1日至投標截止日期間，至少具備（含正在承擔）1項大（1）型水利水電土建試驗檢測業績。（須提供業績證明材料，包括但不限于合同首頁、合同范圍頁和簽字蓋章頁，證明文件須體現上述評審內容。加蓋投標人公章或電子章。）

normal style='text-indent:24.0pt;line-height:150%'>擬任本項目的項目負責人（試驗室主任）自 2015 年 1 月 1 日至投標截止日期間，至少擔任過1項大（1）型水利水電工程土建試驗檢測項目的負責人（試驗室主任）。（須提供近6個月社保證明以及業績證明材料等，并加蓋投標人公章或電子章。）
