Any legal person or organization that has not purchased the Bidding document from the Tendering Agent is not allowed to participate in the bid.（2）凡是來自中華人民共和國或是與中華人民共和國有正常貿(mào)易往來的國家或地區(qū)（以下簡稱“合格來源國/地區(qū)”）的法人均可投標。This Invitation for Bids is open to all legal persons or other organizations within the People’s Republic of China (hereinafter abb. as “PRC”) or from all countries/areas which have regular trade relations with PRC (hereinafter called “the eligible source countries/areas”).（3）與招標人存在利害關(guān)系可能影響招標公正性的法人不得參加投標。Any legal person or other organization that has conflict of interest with the Tenderee and may have impact on fairness of the bidding is not allowed to participate in the bid.（4）接受委托參與項目前期咨詢和招標文件編制的法人不得參加受托項目的投標，也不得為該項目的投標人編制投標文件或者提供咨詢。Any legal person or other organization that has been entrusted to provide consulting service at the preliminary stage of the project or to prepare the Bidding document is not allowed to participate in the bid, nor to prepare bid documents or provide consulting service to the Bidder.（5）單位負責人為同一人或者存在控股、管理關(guān)系的不同單位，不得參加同一招標項目包投標。Different Bidders that have the same person in charge or have the relationship of share-holding or management should not participate in the bids for the same package.（6）只有在法律上和財務(wù)上獨立、合法運作并獨立于招標人和招標機構(gòu)的供貨人才能參加投標。The Suppliers may participate in the bids only if they are legally and financially autonomous, if they operate under relevant law, and if they are not a dependent agency of the Tenderee or the Tendering Agent.（7）投標人應(yīng)當于招標文件載明的投標截止時間前在中國國際招標網(wǎng)（網(wǎng)址：http://www.chinabidding.com）成功注冊。否則，投標人將不能進入招標程序，由此產(chǎn)生的后果由其自行承擔。Bidders should successfully complete the registration on http://www.chinabidding.com (hereinafter abb. as “the Website”) prior to the deadline for submission of Bids stipulated in the Bidding document. Otherwise, the Bidders cannot enter into bidding procedures, and any consequence arisen thereafter shall be borne by Bidders.（8） 投標人須是生產(chǎn)本產(chǎn)品的生產(chǎn)型企業(yè)（“制造商資格聲明”見招標文件第一冊第四章格式IV-9-2）。The bidder shall be a manufacturing enterprise that produces the goods，Bidding by agents is not accepted. Manufacturer’s Qualification Statement shall be provided (the format is as per Section 4 Form IV-9-2,ITB Volume One).（9）中國境內(nèi)投標人須提供的營業(yè)執(zhí)照副本復(fù)印件；中國境外投標人的公司須提供注冊證明文件復(fù)印件。 Copies of business licenses shall be submitted by bidders in China and copies of registration certificates shall be submitted by bidders abroad.（10）投標人具有良好的銀行資信，企業(yè)財務(wù)狀況良好，具備履約能力，無不良經(jīng)營行為。投標人須提供投標人開立基本賬戶的銀行開標前3個月內(nèi)所開具的有效期內(nèi)的銀行資信證明和經(jīng)會計師事務(wù)所審計的2021/2022/2023年財務(wù)審計報告復(fù)印件。投標人為中華人民共和國以內(nèi)企業(yè)的（不含港澳臺地區(qū)，下同），復(fù)印件需加蓋公章的；國外的（含港澳臺地區(qū)，下同）只需被授權(quán)人簽字。The Bidder shall have good bank credit, good financial status, ability to perform contracts, and no bad business practices. Bidders shall provide the copy of Credit Certificates issued by the bank where his basic account is open, and the copy of Annual Audit Report of 2021, 2022 and 2023 with its company sealing for domestic bidders(excluding Hong Kong, Macao and Taiwan, the same below), while only signing for bidders abroad(including Hong Kong, Macao and Taiwan, the same below).（11）投標人自2020年至今所投辛烯醛氣相加氫催化劑在中國境內(nèi)年產(chǎn)10萬噸辛醇及以上丁辛醇裝置上至少有5個有效業(yè)績。 (業(yè)績清單格式見第六章附表2)。有效業(yè)績的確認條件須滿足以下條件：加蓋投標人公章（如為國外投標人只需被授權(quán)人簽字）的合同復(fù)印件及發(fā)票復(fù)印件, 須體現(xiàn)合同蓋章頁、采購數(shù)量等信息。Bidder must have at least five(5) valid and effective experience on Gas-phase hydrogenation catalyst with same model as this bidding supplied to 100KT/A Butanol and Octanol Plant in China since January 1, 2020.
