（1）資格要求 Requirements for Qualification of BidderA．如果投標(biāo)人為中華人民共和國(guó)境內(nèi)注冊(cè)公司，需提供合法有效的企業(yè)法人營(yíng)業(yè)執(zhí)照、稅務(wù)登記證及組織機(jī)構(gòu)代碼證或證照合一的營(yíng)業(yè)執(zhí)照，投標(biāo)時(shí)需提供原件掃描件（原件備查）。投標(biāo)人為事業(yè)單位的，應(yīng)具有合法有效的事業(yè)單位法人證書，投標(biāo)時(shí)需提供原件掃描件（原件備查）。投標(biāo)人為分公司的，提供具有合法有效的營(yíng)業(yè)執(zhí)照和上級(jí)法人單位授權(quán)書（授權(quán)該分公司投標(biāo)），認(rèn)可該分公司和上級(jí)法人單位的資質(zhì)、資格和業(yè)績(jī)，不認(rèn)可同一上級(jí)法人單位的其它分公司的資質(zhì)、資格和業(yè)績(jī)，投標(biāo)時(shí)需提供原件掃描件（原件備查）。分公司與上級(jí)法人單位只可一家參與投標(biāo)，同時(shí)參與投標(biāo)的，投標(biāo)均無效。如果投標(biāo)人為境外注冊(cè)公司，需提供有效的公司登記注冊(cè)證明。If the bidder is a registered company in the People's Republic of China, it is necessary to provide a legal and valid business licence, tax registration certificate and organisation code certificate or business licence with a combination of licences, and a scanned copy of the original shall be provided when bidding (the original is for reference). A branch and a superior legal entity can only participate in the bidding, and if they participate in the bidding at the same time, the bidding will be invalid. If the bidder is a registered company overseas, a valid company registration certificate is required.B.投標(biāo)人應(yīng)為本次投標(biāo)產(chǎn)品的制造商。本次招標(biāo)不接受代理商投標(biāo)。投標(biāo)人應(yīng)為本次投標(biāo)所投產(chǎn)品的制造商。如投標(biāo)人為制造商同一集團(tuán)負(fù)責(zé)銷售投標(biāo)所投產(chǎn)品的全資子公司、控股子公司（投標(biāo)人應(yīng)提供制造商或其上級(jí)公司證明上述事項(xiàng)的證明文件）以及所投貨物制造商的母公司，則視投標(biāo)人為制造商。不能再將此貨物同時(shí)授權(quán)給其他投標(biāo)人參與投標(biāo)，否則相關(guān)的所有投標(biāo)將被拒絕。B.The Bidder shall be the manufacturer of the bidding products.Agent bidding is not accepted in this tender.The Bidder shall be the manufacturer of the products to be tendered in this bid.If the bidder is a wholly-owned subsidiary or holding subsidiary of the same group of manufacturers responsible for the sale of the bidding products (the bidder shall provide the supporting documents of the manufacturer or its superior company to prove the above matters) and the parent company of the manufacturer of the bidding goods, the bidder shall be regarded as the manufacturer.The goods can not be authorized to other bidders to participate in the bidding at the same time, otherwise all related bids will be rejected.C．投標(biāo)人所投產(chǎn)品的制造商須具備有效的GB/T19001（ISO9001）質(zhì)量體系認(rèn)證證書或API Q1證書，并可在中國(guó)國(guó)家認(rèn)證認(rèn)可監(jiān)督管理委員會(huì)網(wǎng)站(http://www.cnca.gov.cn/)核實(shí)。如果有國(guó)家相關(guān)部門發(fā)布的最新體系標(biāo)準(zhǔn)，以最新體系標(biāo)準(zhǔn)為準(zhǔn)。投標(biāo)時(shí)需提供原件掃描件（原件備查）。注：如所投貨物的制造商提供的質(zhì)量管理體系認(rèn)證證書是國(guó)外第三方認(rèn)證機(jī)構(gòu)頒發(fā)的，則網(wǎng)站查詢不適用。C. The manufacturer of the products submitted by the bidder must have a valid GB/T19001 (ISO9001) quality system certificate or API Q1 certificate, which can be verified on the website of Certification and Accreditation Administration of the People's Republic of China (http://www.cnca.gov.cn/).If there is the latest system standard issued by the relevant national departments, the latest system standard shall prevail.A scanned copy of the original shall be provided at the time of bidding (original for future reference).Note: If the quality management system certificate provided by the manufacturer of the goods is issued by a foreign third-party certification body, the website inquiry is not applicable.D. 是否接受聯(lián)合體投標(biāo)：否D. Joint Venture: Not AcceptedE.未領(lǐng)購(gòu)招標(biāo)文件是否可以參加投標(biāo):不可以E.Bid without the bidding documents：NOT Allowed（2）業(yè)績(jī)要求:1、2014年1月1日至投標(biāo)截止日（以合同簽署時(shí)間為準(zhǔn)），投標(biāo)人應(yīng)具有1艘DP工程船舶柴油機(jī)（或發(fā)動(dòng)機(jī)）的供貨業(yè)績(jī)，且該機(jī)型具備甲醇Ready的能力，并提供AIP證書（船級(jí)社頒發(fā)的甲醇預(yù)留的原則性認(rèn)可證書）。2、投標(biāo)人須按規(guī)定格式提交業(yè)績(jī)表，并提交相關(guān)業(yè)績(jī)證明文件。業(yè)績(jī)證明文件至少包含：1）合同復(fù)印件和2）到貨驗(yàn)收材料。投標(biāo)人所提交的業(yè)績(jī)證明文件必須至少體現(xiàn)以下內(nèi)容：合同首頁、合同簽署時(shí)間、合同簽署頁（國(guó)內(nèi)貿(mào)易合同應(yīng)有雙方蓋章，國(guó)際貿(mào)易合同應(yīng)有雙方簽字或蓋章）、貨物名稱、具備甲醇Ready能力的技術(shù)證明文件、AIP證書（船級(jí)社頒發(fā)的甲醇預(yù)留的原則性認(rèn)可證書）及到貨驗(yàn)收材料（至少包含：買方接收證明或調(diào)試驗(yàn)收證明或到貨驗(yàn)收單或其他可以證明合同項(xiàng)下貨物已經(jīng)到貨驗(yàn)收的有效證明材料或“與合同或訂單金額一致的所有增值稅發(fā)票掃描件（如有清單須提供，須體現(xiàn)發(fā)票號(hào)；發(fā)票需包含合同號(hào)或物資名稱，且與合同或單個(gè)訂單一致）。”除發(fā)票外其他的到貨驗(yàn)收材料至少應(yīng)有合同甲方簽字或蓋章。）3、若合同為協(xié)議，除提供協(xié)議文本外，還應(yīng)至少提供該協(xié)議對(duì)應(yīng)的1個(gè)已完成訂單的訂單頁和相應(yīng)的到貨驗(yàn)收材料，同一個(gè)協(xié)議合同下的訂單視為1個(gè)業(yè)績(jī)。4、如業(yè)績(jī)合同買方與投標(biāo)人及所投產(chǎn)品制造商之間具有關(guān)聯(lián)關(guān)系（指與投標(biāo)人及所投產(chǎn)品制造商為同一法人或具有控股關(guān)系），則上述合同業(yè)績(jī)不接受。5、未提交業(yè)績(jī)證明文件，或所提供的業(yè)績(jī)證明文件無法認(rèn)定滿足上述業(yè)績(jī)要求的，均視為無效業(yè)績(jī)。
