normal style='text-indent:24.1pt;mso-char-indent-count:2.0;line-height:150%'>垃圾裝運車操作規范：①垃圾裝運車裝運垃圾應謹慎操作，小心駕駛，密切注意周圍情況，倒車時注意車后情況，聽從現場工作人員的指揮，絕對禁止有人在車廂結合部，要待人員離開后再進行操作駕駛車輛。以防人身機械事故的發生；②傾倒垃圾時，應小心謹慎操作，遵守現場規章制度；③每次運完垃圾，應及時清洗車輛，保證車輛的整潔。
normal style='text-indent:24.1pt;mso-char-indent-count:2.0;line-height:150%'>突發事故、緊急情況（節假日、惡劣天氣等）：①遇雨雪天氣時，應及時更換車輛保險裝置，配備相應的人員防護用品；②配備代班車輛和人員，以便作業車輛因故障或發生事故，能正常作業；③遭遇惡劣天氣停止作業時，應及時匯報采購單位經批準后停止作業。
normal style='text-indent:24.1pt;mso-char-indent-count:2.0;line-height:150%'>安全責任：中標單位負責在垃圾清理中一切安全工作，如發生人員傷亡等意外事故，一切后果全部由中標單位負責，與采購單位無涉。
normal style='line-height:150%'>（三）保潔服務綜合要求：
1、本項目人員配置總數為69人，其中包含項目負責人1人、河道保潔人員58人、駁岸沿線無主垃圾清理保潔人員10人，此配置要求為人員配置最低要求，投標單位可以根據自身實力及需要進行配置，但不得低于采購要求。
normal style='text-indent:24.0pt;mso-char-indent-count:2.0;line-height:150%;mso-layout-grid-align:none'>2、所有保潔人員年齡要求：男18-60周歲，女18-50周歲，禁止使用超齡人員。要求所有人員身體健康，其中擬投入河道保潔人員須會游泳。
normal style='text-indent:24.0pt;mso-char-indent-count:2.0;line-height:150%;mso-layout-grid-align:none'>3、中標單位投入本項目人員須按我國《勞動合同法》要求簽訂勞動合同、月工資標準不得低于所在行政區域的當前最低繳費標準，同時須為作業人員購買人身意外保險（保額不少于80萬元/人/年）,并對符合要求的作業人員繳納社會保險及公積金、保潔人員第十三個月工資、節日慰問金、每年4個月高溫費等政策性文件規定的費用，正常工作時間以外的加班費、法定節日的加班費等按國家有關規定執行，不得安排工作人員超時限加班，每年對保潔員進行一次體檢，服務期內一切安全責任均由中標單位負責。

normal style='text-indent:24.0pt;mso-char-indent-count:2.0;line-height:150%;mso-layout-grid-align:none'>5、每天工作時間區域內在崗人數不得少于50人，總人數不得少于69人。
normal style='line-height:150%'>（四）保潔服務組織管理：節假日照常上班，遇突擊任務及重大活動時應無條件按采購單位要求統一安排和調度并完成采購單位布置的工作，同時要準備好一支突擊保潔隊伍，隨時應付各種突擊保潔工作；應將保潔班組和保潔區域安排情況、船只安排情況、保潔小組負責人、班組人員、管理人員名單以書面形式匯報采購人，未經采購單位同意，不得擅自進行人員調動，變更保潔范圍；應就保潔范圍的具體情況，劃分工作片,安排工作負責的人員擔任片管理員，保持與采購單位在工作上的緊密聯系，加強保潔現場的巡視、監督,以提高河道的保潔水平和保潔質量。同時在工作時間內中標單位管理層必須保持通訊暢通，尤其重大任務時必須24小時保持通訊暢通。
normal style='line-height:150%'>（五）保潔服務管理職責：
normal style='text-indent:24.0pt;mso-char-indent-count:2.0;line-height:150%'>1、按照考核保潔內容和招標文件要求開展河道及駁岸保潔工作，確保承包保潔的河道穩定呈現干凈整潔的面貌。為保證保潔工作正常有效開展，中標單位應組成固定的專業保潔隊伍，保潔人員定員定崗，中標單位必須與保潔人員簽訂合同并經采購單位認可，按月支付保潔人員工資，工資水平不得低于蘇州市當年的最低工資標準。同時根據相應政策性文件及時并且全額發放保潔人員第十三個月工資及春節慰問金、每年4個月高溫費等，做好簽收記錄。制定和建立保潔管理相關制度（采購人認可）和臺帳，建立每月自查制度，如實填寫自查報表，自查與臺帳按時報采購單位。
normal style='text-indent:24.0pt;mso-char-indent-count:2.0;line-height:150%'>2、中標單位應有相關的安全措施，承擔保潔人員、船只等相關安全的責任，保潔人員均需配備救生衣。所聘用的保潔人員應遵紀守法、文明作業，統一著裝；打撈上岸的垃圾、雜物應做到日撈日清，保潔船內無積存垃圾，不發生垃圾隨意丟棄或亂堆亂放現象。遇重大節日或高新區特殊活動，應服從采購單位的要求和安排，做好突擊性的保潔工作。接受社會和廣大市民的監督，對群眾提出的合理整改要求必須在24小時內作出響應。接受采購單位的各類檢查、考核及其結果，并按通知給付的金額開具發票或行政性收據。準時參加采購單位的會議。不得將中標的標段再次轉包。
normal style='text-indent:24.0pt;mso-char-indent-count:2.0;line-height:150%'>3、因中標單位管理不善，造成保潔范圍內的設施、設備、景觀等損壞的，由直接責任人賠償，若直接責任人因故無法賠償的，采購單位有權視情節要求中標單位按損失金額的10%--20%賠償。
